[Request] Ability to link powers and features to other features, similar to items

At the moment, powers can only be attached to items. It would be convenient if they, along with features, could be attached to other features and items, to make character creation process easier and steamlined.
If would be ideal of it was possible to automate this process with a level, similar how 5e works, but I will not be that bold to ask for that.

The way item powers work is very closely tied to equipped status, so they're not really extensible to permanent features. Advancements are on my personal to-do list, however.
