feat: open an issue when scheduled integration validation fails - #18

Add an alert job that runs only on scheduled runs: it opens one "Scheduled validation failing" issue when hassfest or HACS fails, comments on it while still failing, and closes it on the next green scheduled run. Document daily scheduling and the issues: write grant in the caller example.

A new hassfest rule (exact pins on packages Home Assistant depends on are rejected) broke homeassistant-playstationnetwork on an unchanged
