ci(seo/P0): daily production crawl smoke for FR/EN

Why

P0 (#98) fixes for readable article HTML and canonical sitemaps are deployed, but a passing build does not protect against runtime crawler regressions. The repository already has scripts/seo/public-crawl-smoke.mjs; run it on real production rather than relying on sporadic manual checks.

Changes

• Adds GitHub Actions workflow_dispatch and daily schedule (08:17 UTC / 09:17 Cameroon).
• Uses built-in Node 24, no dependency install and no credentials.
• Checks canonical domain, robots.txt, posts/news sitemaps, French/English homepages, actual article HTML and canonical metadata using the existing script.
• Reports failed assertions in a GitHub Actions run; this is a read-only job and does not publish or deploy anything.

Validation before merge

• Quality CI passes on PR.
• Manually run the workflow on its default branch after merge; review assertion output.
• Acknowledge that this is monitoring, not a substitute for GSC index coverage or human navigation UX testing.
