This PR includes both client and server code representing feature of fetching and caching exchange rates provided by czech-national-bank-api, you can find it here https://www.cnb.cz/cs/financni_trhy/devizovy_trh/kurzy_devizoveho_trhu/denni_kurz.xml
Please see also main.ts of client code, I have changed the backend api url to use port 4001, backend is launched on port 4001 but frontend was trying to connect to 4000 port. Other than that the setup is the same. I have added this packege to parse xml to json https://github.com/Leonidas-from-XIV/node-xml2js
