This PR was opened by the Changesets release GitHub action. When you're ready to do a release, you can merge this and the packages will be published to npm automatically. If you're not ready to do a release yet, that's fine, whenever you add more changesets to main, this PR will be updated.

dc7eba3Thanks @mathieumaf! - All 14 tools now advertise a human-readabletitleand MCP tool annotations (readOnlyHint: true, destructiveHint: false, idempotentHint: true, openWorldHint: true) viaregisterTool(). MCP clients can show friendlier tool names and let users auto-approve these read-only calls instead of confirming each one.#131
3edd454Thanks @mathieumaf! -SimapClient: retry transient simap failures (HTTP 408 / 429 / 5xx and network errors) up to 2 times with exponential backoff and jitter, honouringRetry-After, so a brief simap hiccup no longer surfaces as a tool error. Client errors, invalid responses and timeouts still fail immediately.Patch Changes
d66011dThanks @mathieumaf! - -list_cantons,list_institutions,search_{cpv,bkp,npk,oag}_codes,browse_{cpv,bkp,npk,oag}_tree: responses are now cached in memory for 24 hours. This reference data rarely changes, so repeated lookups return instantly and no longer use up the 60 requests/minute budget that tender searches need. Tender and organization lookups (search_tenders,get_tender_details,search_proc_offices,get_publication_history) are not cached. The cache is cleared when the server restarts.SimapClient.get(): new opt-incacheTtlMsoption backed byResponseCache(capped at 500 entries, least recently used evicted first). Concurrent identical requests share one upstream call, and errors are never cached.
