Description

Dependabot reports vulnerable Black 26.3.1 and @vitest/mocker 5.0.1. Upgrade Black to 26.10.1 and Vitest to 5.0.3, including its matching mocker and spy packages. This addresses alerts 25, 24, and 23.

Keep the Black version consistent across package metadata, CI, and contributor/agent instructions. Refresh the architecture frontend lockfile and update its transitive fast-uri dependency from 3.1.8 to 3.1.9 to resolve the additional vulnerabilities found by npm audit.
