fix(webapp): update RDP and VNC web clients

• Fix the excessive scroll speed in VNC.
• Fix clipboard monitoring treats clipboard updates from the server as the local clipboard update.
• Prevent onMonitorClipboard from rescheduling after the iron-remote-dekstop component destroys.
• Fix the error when navigator.clipboard.write was called when the browser window was not focused.
