chore(ci): set benchmarking jobs to be interruptible outside main

Description

• Set interruptible: true on benchmarking jobs outside main as they become redundant on new runs.

Also:

• Don't allow check-big-regressions to fail.

Motivation

Redundant runs may overload capacity for our tweaked APM runners.

Please refer to #incident-45572 and APMSP-2369 for more context.
