Remove unused media permissions and bump to 3.5.3 - #23

Google Play rejects the bundle under the Photo and Video Permissions policy because the manifest declared READ_MEDIA_IMAGES, READ_MEDIA_VIDEO and READ_MEDIA_AUDIO. The app never requests them: import and export use the Storage Access Framework and invoice sharing uses cacheDir with a FileProvider. Drop the three permissions, remove the WRITE_EXTERNAL_STORAGE prompts that gated export and share, request only CAMERA at dashboard start, and trim FileUtils to the two methods still in use.
setup-android v3 installs the removed 'tools' SDK package and fails with "Failed to find package 'tools'". v4 drops it and runs on Node 24. Bump checkout, setup-java and action-gh-release to their Node 24 majors and pin the runner to ubuntu-24.04 ahead of the ubuntu-latest migration.
