Phase 1 of the in-house Nix binary cache. Wires services.nix-serve onto remote-builder (10.88.127.51:5001) with secrix-managed signing key, and imports the module into the machine config. The cache serves signed store paths over WireGuard — TLS terminated later by cortex-alpha's nginx.

Previous cache-priv-key was encrypted with age directly instead of secrix, producing a 0-byte decrypted file on remote-builder (key not in recipient list). Re-generated signing key, encrypted with secrix -s remote-builder, updated public key in flake.nix and configuration.nix.
