ci: actionable failure summary on MCP docs-sync dispatch#1

If the repository-dispatch step errors (e.g. MCP_DOCS_SYNC_TOKEN missing or invalid), GitHub emails on the failed run; add an if:failure() summary so the email says what broke and how to recover (re-run, or manually trigger the refresh on dero-mcp-server). Notes the known gap: this does not catch a token that is silently rejected after a "successful" dispatch.

Sibling to dero-mcp-server's failure-notifications PR. Adds an
if: failure()summary to the repository-dispatch step so a failed sync (e.g.MCP_DOCS_SYNC_TOKENmissing/invalid) produces an actionable email instead of a bare red X. Notes the known limitation: does not catch a token silently rejected after a 'successful' dispatch.
