Release cut for v0.5.63 (workspace version bump via scripts/cut-release.sh + CHANGELOG entry).
Headline: #739 — the ephemeral-fact GC no longer clones the whole fact store every hour (production hourly memcg OOM on host crux; incident facts incident:2026-08-20/host-crux-hourly-oom-ephemeral-gc-root-cause).
