Both actions now diff a pull request from its merge base with the current base branch, so lines merged in from the base no longer count as added (SylphxAI/.github#90, #91).

plain-language->SylphxAI/.github@f9176dad(#90)zh-hant->SylphxAI/.github@e48f7336(#91)On pull requests both actions now diff from the merge base with the current base branch, so lines a branch merged in from its base no longer count as added. plain-language stays advisory permanently; zh-hant still becomes required on 2026-10-02.
