A skipped required build currently lets
ci-okreport success. Require the named build job to succeed and run the verdict after dependencies fail or skip.Validation: 11 local verdict cases cover missing, skipped, cancelled, failed, pending, malformed and all-green results. Whitespace checks pass. actionlint passes for the changed gate; it also flags the existing unchanged checkout@v2 runtime. The build tooling remains unchanged.
