Adds .github/workflows/ci.yml (pull_request + merge_group): calls content-checks, game-standard-action and ftl-daily-budget-action (now workflow_call only), runs actionlint 1.7.12 via the shared workflow-lint action with a new .github/actionlint.yaml (sylphx-linux-* labels), and a ci-ok aggregate on sylphx-linux-control. After merge the ruleset requires ci-ok (integration 15368).
