CI blob-filter compatibility prototype
Copyright 2026 ToikY. Apache-2.0 for the new prototype.

Prepared with OpenAI Codex assistance, including coordinated separate primary
and oracle implementations and independent review. The exact current tooling,
source-reader and history contracts are retained, not newly claimed.

Douglas Colkitt and all retained package/planning/export contributors keep
credit. PR3304 publication ancestry, PR3142/Arham-Tahir64 PR3102 sparse discovery,
PR2505 matrix coverage/concurrency, PR1595 batched source transport and PR4984
maintenance-free fixture controls are direct predecessors; exact heads and scope
are listed in SOURCES.md. Existing helper headers and authors are unchanged.
The source-history preflight was prepared for ywz65 with OpenAI Codex assistance.

Official actions/checkout source remains under its original MIT license;
inputs/CHECKOUT-LICENSE retains the complete copyright/permission notice.
Git partial clone and the official checkout implementation are prior work.

Only the local compatibility/hydration probe and explicit evidence boundary are
new. Actual central workflows, selected result, frontier and predecessor source
bytes are unchanged. No hosted speedup or production adoption is claimed.
