This supplies a new locally verified whole conditional κ = 0.003151787, improving exact PR6375’s 0.00315120 by 0.000000587 (about 0.0186%). It merges a rank-4 and rank-1 native climb into one rank-5 query, transports the intermediate export through an already-paid donor, and removes the remaining rank-one endpoint error with an explicitly zero-restored scratch lifetime.
The helper targets and fixed 19-call balanced caller are unchanged. The gain is H4 + H1 − H5 per native call; the extra 508 scalar-allowance units are charged. The complete bill has 14,214 productive fields, 70,694 paid calls and rank-mass surplus 808. This is a conditional bound claim, beyond a component price screen; the .005 objective remains unmet.
Evidence: the portable verifier regenerates every scientific word field and checks all 799 columns / 638,401 coefficients, exact new-scratch cleanup, 2,940 native maps including absolute phases, 208 main adapters, 1,124 helper normalizers, 7,904 physical caller contacts, 53,248 central-square columns, the separate Laurent caller, two rational price engines, compiler/precision costs and all 54 strict plus 4 functional outer predicates. Omitted uncomputation and public correction reject. The raw crossing is enclosed in (0.00315179488707, 0.00315179488708); the claimed whole bound uses tested saving 0.003151792 and the complete outer ledger.

Both registered normal and assertion-disabled full commands passed locally on CPython 3.12.14. Exact source/commit/mode checks and the official 23-file export/input-coverage check pass. The package includes the full proof, complete cost receipt, source pins, deterministic constructor, corruption controls, retained notices and explicit price-adapter edits. The precursor complete local admission also passed separately from this portable packaging.
Scope: native_all_columns, owned_erasure, compiler, precision_tape and analytic_recovery remain inherited conditional assumptions. Separate same-author arithmetic engines do not establish independent human or formal-kernel acceptance. The uniform word and rounded multiplier are not materialized; inherited erasure is not discharged by proving the one new scratch zero. No selected-frontier update is requested. Draft status leaves independent scientific review and hosted CI visible.

That caller was not independently replayed here. Our native merge is distinct, but this nineteen-call composition is no longer the largest published claim; composition with the new caller remains unverified.
