Exact-head release-gate inventory found an independent blocker in addition to the inherited #233 aggregate-coverage failure. For unchanged head 85391a37c41a1b895f35178b3c484d2e539fff1c, Security Scan 32282155752 and SAST Semgrep 32282155744 succeeded; CI 32282155742 failed at the already-tracked protected-main coverage arcs; Release Acceptance did not materialize at all. The exact diff is root Dockerfile only, while protected main@b84f0c94154043a3473939c01bb6471de5a129ae filters Release Acceptance for docker/** but omits root Dockerfile. Absence is non-passing release evidence, so keep this PR non-mergeable even after #233 is resolved until the trigger defect tracked in #285 is integrated and this unchanged-or-rebased exact head produces then-live release acceptance plus all other required gates/review. No Dependabot branch mutation is needed here; #285 assigns the repair to the existing release-acceptance writer surface rather than racing it.
