Why this exists

PR #192 at eafbfa9 already records Draft #212 as the restore successor in docs/DOCUMENTATION_FITNESS.md and docs/TRACEABILITY.md. The product and technical contracts still present predecessor #209 as the active pg_restore path. That is a buyer-visible merge error: an operator following the PRD/TRD would treat an unsafe EOF-consumption check as the current restore contract.

This branch keeps the five-file canonical lane and aligns the remaining overlays.

Keep the five-file canonical lane, but stop presenting #209 as the
active pg_restore path. Record Draft #212 as the successor, state the
set_config capability on the tenant boundary, and register #210 as the
Fernet operator-contract overlay.

Record the rebased successor as the current five-file alignment so
operators do not land #192 or stale #213.
