Normalize backslashes to slashes and reject residual URL-encoded traversal sequences in _safe_filename before taking Path(...).name, closing a Windows-style and percent-encoded path-traversal vector in the attachment parser.

Temporary non-force ancestry repair for canonical checksum owner #1361. Head is current protected
develop; base isfeat/content-checksum-generator. Merge only to adopt the one protected commit since #1361's live merge-base. The protected delta is limited to.jules/sentinel.md,backend/services/attachment_parser.py, andbackend/tests/test_attachment_parser.py; it does not overlap #1361's ten effective checksum/API/auth/docs files. This PR must not alter checksum semantics or become a product owner.
