Fresh verification distinguishes authored branch commits from GitHub generated merge refs. The actual head commit

Findings that treated generated PR merge refs (0405b8b...,d2ab066...) as authored branch heads were answered with current commit-object evidence and resolved. The current source also retains bounded validation retries for truncated API/archive responses and keeps CodeGraph/shared-skill requirements conditional when unavailable.Author-side governance tests (
35 passed) and diff-check evidence remain useful source evidence, not protected merge authority. CodeRabbit review capacity is currently exhausted and the live Naruon ruleset still requires one approval, dismisses stale reviews, requires thread resolution and last-push approval, with no bypass actor. Keep this PR Draft until one unchanged head has every then-live hosted required check terminal-success and effective governance is satisfiable without fabricated/self approval.No no-op requeue commit, self-approval, bot-as-human substitution, gate weakening, admin bypass, force-push, destructive rebase, or predecessor evidence transfer.
