feat(api): rebuild machine-readable contracts from live develop

Rebuilds the machine-readable HTTP/CDC contract slice from exact protected develop@942d164ceb7af497bb28a95f842db96429d1bdc4 instead of rewriting stale PR #157.

The first commit intentionally adds only MachineReadableApiContractTest; the required contracts/openapi/mightyetl.yaml and contracts/asyncapi/mightyetl-cdc.yaml artifacts are absent on protected develop, so hosted CI must reach the real contract boundary and fail before the preserved implementation is replayed. Keep Draft until RED is observed, the prior #157 contract content is replayed without promoting active-PR behavior, current-head checks/security are regenerated, semantic preservation against #157 is proven, and independent review requirements are satisfied.

Do not merge #157 separately after replacement preservation is proven.
