docs(cdc): document EnvUtils deployment contract

Superseded by existing Draft PR #230, which already owns issue #229 and preserves the full fail-first -> GREEN history for the same EnvUtils public-Javadoc contract.

Fresh comparison before closure proved #230 contains the same public class/method documentation boundary plus stronger parameter/exception Javadoc assertions and the production Javadocs themselves. This branch contains only a redundant test-only assertion and no unique production behavior or documentation that needs transfer.
