Keep the authoritative unreleased fragment on this branch. Release publication still owns the aggregated changelog block.
Empty commit (tree unchanged) so the required Strix and OpenCode workflows run on the current .github gate definitions. Job reruns keep the original workflow revision and cannot pick up .github#2518/#2523. Continue #2157 against current fast-mlsirm main without changing the original PR branch. The seven HC3 source/test/docs paths retain the exact blobs reviewed in private tree

This is a draft successor. Whole root-workspace Rust line coverage of 100% has not been proved; the prior 95.58% report failed. Current-head security, CodeQL, formal Noema/OpenCode App review and hosted CI must be verified separately. Existing 5PASS and unrelated 61PASS evidence do not satisfy those gates. This PR does not authorize the #2177 release integration, license-rights clearance, twelve wheels, or PyPI publication.
