Records the ten-PR queue (including the new TEPP adapter-contract boundary PR #1395), the 25-issue count, protected- main integration of #1385/#1387/#1279/#1367 plus the previously-listed #1345/#1029/#1005, and the diagnosed Strix provider-rate-limit failure mode with its rerun resolution.
