이 PR의 유효한 요구사항은 canonical Score accessibility owner #731에서 이미 더 강한 형태로 구현·회귀검증되고 있어 별도 writer로 유지하지 않습니다.

#1162는 ScoreViewer 경계 버튼의 native disabled를 aria-disabled로 바꾸고 비활성 이유를 title로 노출하는 5-file delta입니다. #731은 같은 Previous/Next 경계를 focusable aria-disabled로 유지하면서 activation을 명시적으로 fail closed하고, 비활성 이유를 aria-describedby가 가리키는 실제 role="tooltip" DOM으로 제공해 keyboard focus와 pointer hover 모두에서 노출합니다. 전용 ScoreViewer.disabled-navigation-accessibility.test.tsx가 first/last-page 상태, focusability, description identity, boundary transition을 실행 검증하고 기존 ScoreViewer.test.tsx, EN/KO resource, doctoring/CHANGELOG까지 소유합니다.

따라서 #1162의 title 방식은 #731에 없는 별도 buyer requirement가 아니라, 동일한 unavailable-state 설명 요구를 더 약한 표현 수단으로 구현한 중복입니다. .jules/palette.md의 학습 문구도 #731의 executable regression과 docs/doctoring/accessible-disabled-score-navigation.md보다 별도 계약을 추가하지 않습니다. #1162의 checks/reviews/approvals는 #731로 이전하지 않습니다.

Closed unmerged as fully technically succeeded by canonical #731; no source delta from this branch is being discarded.
