현재 exact head e7fff09c8b22a42f7da093899ab5a78b311a976f의 fix는 보안 효과가 없습니다. WHATWG HTML Standard의 meta[http-equiv] pragma 목록에는 X-Content-Type-Options가 없고, 표준은 pragma를 HTTP response header와 거의 별개의 메커니즘으로 보라고 명시합니다. MDN도 X-Content-Type-Options를 response header로 정의하며, 지원 목록 밖의 security header를 <meta http-equiv>로 설정하면 false sense of security가 생긴다고 경고합니다.

따라서 현재 test_index_declares_nosniff()는 실제 browser/server 보안 경계를 검증하지 않고 ineffective markup의 존재만 GREEN으로 만듭니다. 이 상태를 [보안 개선] nosniff 헤더 추가나 MIME-sniffing mitigation 완료로 doctoring하면 안 됩니다.

RED/GREEN acceptance:

1. 현재 <meta http-equiv="X-Content-Type-Options" ...> 3개와 이를 요구하는 source-string test는 제거하세요.
