Source-backed finding repaired test-first: the initial implementation rejected standing and malformed bypass actors but interpreted an omitted bypass_actors field as an empty collection. Because the production audit consumes the live ruleset payload directly, absence could not prove that no standing bypass existed. Tests-only RED 82a9658d29a37603b81ea7e5afb7c18f5cc7adbe produced 2 failed / 38 passed; GREEN bbc520f712750eee9d3d73cef2808529baf4d3e1 now rejects missing, malformed, non-list, and non-empty bypass evidence. Independent exact-tree verification: 40 focused passed, 40 passed with GITHUB_ACTIONS=true, full warnings-as-errors suite 5162 passed / 11 skipped / 40 subtests, 187/187 statements and 96/96 branches, public-doc coverage 100%, py_compile and diff check passed.
Hosted admission is not GREEN: CodeQL 37600961250/112724938658 and Code Quality 37600958328/112724934073 failed before executable steps (steps=null, logs_url=null); OpenCode 37600959117 and Strix 37600959262 are queued, Noema 37600959279 is partly queued, and scheduler 37600959140 is in progress. Zero unresolved threads and zero qualifying approvals were observed before this comment. Ready remains review admission only: merge HOLD, with no rerun, bypass, auto-merge, or merge.
