fix(strix): restore trusted binder for consumer scans

Repair

Extract only the trusted evidence-binder path repair already owned by #2291. Do not carry its unrelated foundation or Job Analysis changes.

STRIX_REPO_ROOT identifies the consumer scan workspace; central executable helpers belong beside the trusted gate. Resolve the binder from SCRIPT_DIR, retaining missing-file and symlink rejection.

Evidence

• contextual-orchestrator#1220 run 36246946213 / job 108478790557 completed scanning, then exited 2 because the consumer workspace had no central binder.
• Exact main 5a0f00e regression: 2 failed.
• Repair 841cb8f regression with warnings as errors: 2 passed, exit 0.
• Bash syntax and git diff --check: pass.
• Expanded binder tests: 36 passed, 1 failed under Python 3.14 warnings as errors. The HTTPError resource warning reproduces on untouched exact main; it is not suppressed or represented as a clean full suite.

The user explicitly authorized necessary bypass merges for CI repair on this session. This narrow infrastructure repair preserves scan severity and evidence validation. Product PR #1220 still needs actual current-head review and checks; this PR does not fabricate them.
