ci(quality): isolate PR concurrency by repository

변경 사항

현재 origin/main에서 PR-triggered quality workflow의 concurrency group을 의미 기반으로 다시 감사했습니다. 서로 다른 repository의 같은 PR 번호가 동일 group을 공유하던 다음 6개 workflow에 ${{ github.repository }}를 추가했습니다.

• Agent Mention Router Quality CI
• Cloudflare DNS
• Contextual Orchestrator Review Repair Quality CI
• JavaScript Coverage Gate Quality CI
• Organization Commercial Readiness Loop Quality CI
• Trusted uv Materializer Quality CI

PR 실행은 workflow-repository-PR로 분리되고 기존 cancel-in-progress 계약을 유지합니다. Cloudflare의 push/repository_dispatch 비취소 정책과 각 workflow의 push/ref fallback은 변경하지 않았습니다.

범위

• workflow 6개
• 기존 exact 계약 갱신 2개
• 여섯 workflow를 함께 감사하는 queue 계약 테스트 1개

repository-metadata-reconcile은 quality workflow가 아니므로 제외했습니다. OpenCode, Strix, Current Head Run Coalescer는 job-level/queue-level 별도 계약이라 이번 PR에서 변경하지 않았습니다.
