Review builder circuit breaker in gloas

we should take a look at how our circuit breaker works in gloas since we can attribute failed payloads to a specific builder and for example we can exclude their bids for a period of time

I think this is pretty critical because it is cheap for attackers post-gloas to cause liveness issues by winning gossip bids and withhold execution payload. We need to be on the conservative side (ie. favour self build more) in the circuit breaker. Also we should not copy other clients' logic because client diversity would help here
