Removes repository-tracked local development configuration and generated attribution from repair commits and pull requests. Existing remediation triggers, installation, execution, secrets, and product integrations are preserved. Removed local configuration is backed up outside the repository.
Validation: rebased onto current main; all 135 tests and TypeScript checking pass. Workflow structure, embedded shell syntax, backup checksums, and diff checks pass. GitHub Actions cannot start a runner because of an existing account billing lock; the pristine base has the same failure annotation.
