Version refactor
Updates the UR BFS meetings-2 templates to use new BFS-specific identity bar partials across question and communications pages, and streamlines journey actions by removing placeholder secondary Cancel buttons. It also standardizes summary card titles to "CPS pre-trial meeting", moves change/cancel controls into summary card actions on the confirmed page, and adds a new `log-outcome/add-another2.html` chair person entry page.
Refine BFS meeting flows and identity headers
Moves BFS pre-trial meeting outcome pages into state-based partials under the victim record communications panel, and updates routes/buttons to redirect to `/ur/bfs/victim/index` with `meetingState` and success query params. Adds a full "no response" logging journey (who + when), tracks `recordnoresponse` alongside accepted/declined responses, updates response summaries to show no-response entries, and removes obsolete standalone meetings communication templates/pages.
Unify BFS meeting states in victim record

Removes a large set of unused BFS onboarding check-details templates, including old family contact and secondary family-member flows (`family-members2` and related index variants). Existing check-details field pages were preserved by moving them into an `archive/` folder for reference. Also tidies the remaining family member check-answers page by fixing heading casing and removing the redundant “Personal details” subheading.
Prune legacy BFS check-details templates
Add client-side form validation for bereaved family member name and relationship fields. Enhance meeting outcome logging flow with change mode support and dynamic attendee management. Refactor family representative selection to use dedicated page. Update form actions, session data handling, and improve field labeling across multiple views.
Add form validation and enhance BFS meeting workflow
Remove conditional redirect logic for logging answers and simplify to always redirect to purpose endpoint. Update 'Sorted by' text across multiple victims pages to reflect current sort order (Last name A to Z only, removing 'Victims first' criterion).
Simplify logging flow and update sort text
This commit adds a change-mode flag for BFS meeting journeys so forms only repopulate values when a user revises an existing meeting. It also introduces a reusable meeting-purpose label filter and updates meeting check answers and status cards to display the correct purpose text across arranged, offered, pending, no-response and rescheduled states.
