Mutation testing requires Node.js 20+ because Stryker 9 has a newer development-time engine requirement. The plugin runtime still supports the Node.js version listed in the prerequisites.

### Planned follow-ups

- Reduce surviving mutants and timeout-only kills in the `claude-cli` and state shards by classifying equivalent mutants and replacing timeout-only detection with deterministic assertions where practical.
- Treat mandatory `contextWindow` persistence across JSON payloads as a separate versioned telemetry-contract change, with explicit nullability, backward compatibility, payload coverage, tests, and an appropriate semver release.
