Disable popup controls when schedule is active

• expose the schedule-enabled flag from shared storage so the popup can read it during initialization
• lock the popup slider and toggle when scheduling is enabled, add inline guidance, and adjust styling for the disabled state
• localize the new message across supported locales and document the change in the changelog
