ENH: Return error if devType set to < 1000

We have decided that RFID stations will use device types under 1000. A lock box should return an error if asked to become a dev type of less than 1000

We have also decided that device types >= 1000 be assigned by location/function; i.e. 1000 = "laser cutter key cabinet", 1001 = "woodshop table saw accessories cabinet", etc. These names are only suggestive and they may need to be shorter.

We also decided that the Photon associated with each type of locking mechanism will have its own version of firmware; the firmware that 'knows" how to operate that type of lock mechanism.
