ci: harden GitHub Actions supply chain

Pins third-party Actions to reviewed full commit SHAs, disables persisted checkout credentials, adds CodeQL and dependency review, and keeps existing product behavior unchanged.

No application business code is modified. Merge only after all repository checks pass.
