Toc window does not scroll to items when they are off screen

Steps to reproduce:

• go to the k8s reference docs
• click on "Deployment v1beta1 apps"
• click on "DeploymentSpec"
• click on "RollbackConfig"

Expected: The ToC scrolls to the item that is clicked
Actual: The ToC doesn't scroll to the item that is clicked
