Why does this feature exist?
Agents working in this repository need the operating rules from Mike Nevermiss's CLAUDE.md guidance available before project-specific instructions. The rules set defaults for simplicity, surgical changes, checkpointing, deterministic control flow, scoped hooks, and verifiable completion.
