YRpp is declared with an SSH URL in .gitmodules:

[submodule "YRpp"]
  path = YRpp
  url = git@github.com:Phobos-developers/YRpp.git

git@github.com: only works when the user has an SSH key registered on the account that owns the repo. For everyone else the very first step of a clone fails:

$ git clone --recurse-submodules ...
Cloning into 'YRpp'...
git@github.com: Permission denied (publickey).
fatal: Could not read from remote repository.

@Flactine Perhaps you can try pulling the repository where this PR branch is located to check whether the issue still exists.

The submodule URL was SSH (git@github.com:...), so `git submodule
update --init` failed for anyone without a key registered on the
account. A failed clone also leaves a half-initialized state
(.git/modules/YRpp holding only a worktree config, plus a YRpp/.git
pointer) that makes every later attempt report "not a git repository"
without ever retrying the network.

YRpp is a public repository, so HTTPS needs no credentials at all.
