Allows you to strip logs and wood using a stonecutter

for addons, we have been / were using the "addons" branch, atleast that is where mine and DrAv's are based
@drav0011 are we still basing addons on the addons branch??
outside of that it will take some time to review this :)

sorry this review is so late, I meant to do it ages ago...

I have left comments in the relevant locations as needed, rest of the pack looks good and fits our contribution guidelines fine :)
last tid bit and its not essential to do but is there a more recent format_version we can use? idk what we are using currently so seeking feedback here.

this is different to how VT have worded the pack, VT's description is:
"Use a stonecutter to strip the bark off from wood and logs."

for simplicity reasons, we try to keep the same icons just using the red border, which there is a template for
