Strengthens schema-v3 relationship validation so a syntactically valid edge must also resolve to a module present in the supplied catalog set. Adds cross-catalog and missing-target regressions. CI already invokes the validator with
catalog/*.yaml, so dangling graph edges now fail closed instead of silently entering generated discovery.
