This PR collects incremental fixes for the PathoCore API deployment-standard migration branch.

Current changes:

  • Fix local/test database service resolution and use the expected PathoCore API database name.
  • Align local Keycloak/OIDC settings with the scoped Compose service name (pathocore-api-keycloak).
  • Keep the standard migration install lifecycle while preserving PathoCore-specific runtime settings.
  • Support explicit data-only SQL seed imports and clean up imported seed files without permission warnings.
