Define event media control model

Summary

• Define the event media-control model for restream/one-link routing, including sources, statuses, manual controls, automatic rule candidates, fallback behavior, scoped tokens, audit boundaries, and public Now playing projection.
• Clarify that restream output reuses the existing public watch surface while private readiness/provider health stays operator-only.

Closes #124.
