Improve currency overflow handling and modal accessibility

Summary

• Compact large currency values when they overflow, while preserving exact values in titles and copy actions.
• Improve question auto-loading so it waits for question counts to resolve and retries cleanly per universe.
• Make modal headers and close controls more accessible and visually consistent.
• Add formatter and component tests covering compact currency formatting, overflow behavior, and modal accessibility.
