feat(webui): add toggle to show WebChat conversations in history list

Modifications / 改动点

• Added an opt-in "Show WebChat conversations" switch to both conversation history pages:
  • dashboard/src/views/conversation/ConversationWorkspacePage.vue (new workspace): new filter block with a v-switch bound to showWebchat, wired into hasFilters, the filter watchers and resetFilters. When enabled, the exclude_platforms parameter is no longer sent with the conversation list request.
  • dashboard/src/views/ConversationPage.vue (legacy): new switch in the filter row (filter columns rebalanced md="4" → md="3" to keep a single row), wired via the showWebchat data property, a watcher and fetchConversations.
• Added filters.includeWebchat / workspace.filters.includeWebchat translations in zh-CN, en-US and ru-RU (dashboard/src/i18n/locales/*/features/conversation.json).

Motivation: the history pages previously hard-coded exclude_platforms='webchat' on every request, so WebChat conversations never appeared in the history list even though all messages are fully stored in platform_message_history (see #9474). This change keeps the previous default (hidden) and adds an opt-in display toggle.

Local verification (Node v25 / pnpm v11):

• pnpm exec vue-tsc --noEmit — passed (0 errors)
• pnpm run build (subset-mdi-font + vue-tsc + vite build) — passed, exit 0

Note: no browser screenshot is attached (CLI-only environment); this change is UI-only and leaves the default behavior unchanged (WebChat stays hidden unless the new switch is enabled).
