Adds the shared GitHub Desktop commit workflow: automatic checks of exactly staged contents, pinned tooling, a stable Required checks gate, and a short setup guide. Existing package-specific tests, supported Python/OS coverage, packaging checks and import boundaries remain enforced.
Normal test matrices use the reviewed lockfile. Broad external-link health and live dependency compatibility run separately; confirmed broken newly introduced references remain blocking. Applicable consumer checks use pinned consumer commits and are required for production-source changes.
Validation: local staged preflight passed; Actionlint passed; the canonical shared implementation passed 41 governance/regression tests. The QIS/OP/SVM pilot required checks passed before this rollout. Branch protection and hook installation follow only after this PR's required checks pass.
