What is this fixing or adding?
Changes the setup guide to recommend Bizhawk 2.10 as the minimum version.
With that change the extra step for switching the lua-core for version 2.8 and lower can be removed from the guide.
This step caused more harm than it did good because most of the time the
(≤ 2.8)and especially the≤got ignored when reading the text bringing people to ask why the option isnt there when they are already on Bizhawk versions 2.9 or higher.also for OoT there is not reason to recommend older version of Bizhawk since a major issue in the required core got fixed with that release (TASEmulators/BizHawk#3929)
