The current public release is CS Masters Collection v1.0.6 for Windows 10 and 11.

The installer runs without administrator rights by default. No Steam account or sign-in is required. If Windows SmartScreen shows a warning, click More info → Run anyway — the app is not yet code-signed.
The launcher is approximately 110–200 MiB. Games are not bundled; choose which titles to download and install from inside the launcher.
