The prod-like rehearsal on k3d (PR #64) is merged and CI on main is green, including the multi-arch publish of all 7 services. Every Hetzner Cloud plan (CX, CAX, CPX, CCX) shows "currently unavailable", and the status page has listed limited cloud capacity since 2026-06-26. netcup VPS 500 G12.5 (2 vCore x86, 4 GB, 64 GB) meets the hard requirements: KVM, static IPv4, about EUR 10/month and a free provider-level firewall that is stateful for TCP. OVH was dropped because its edge firewall is stateless and IPv4-only. x86 rather than ARM, because CI scans only the amd64 images. The location is "No preference Europe": a fixed site costs EUR 1.20/month more and the measured spread is at most ~12 ms (TCP connect from the Mac: netcup Nuremberg 42-46 ms, Amsterdam 51 ms, Vienna 58 ms). netcup's firewall does not track UDP, so DNS/NTP/DHCP replies need rules on the source port, which also let any packet with that source port reach every UDP port (flannel's 8472 once k3s runs). The VPS answers SSH with the key only: netcup delivered Debian 13 with password login enabled, so it was reinstalled as Ubuntu 24.04.5 Minimal with the key for root. From the Mac, 22 is open, 80/443 are refused in 44 ms (passed by the firewall, nothing listening) and 6443/10250 time out after 4 s (dropped by the firewall).
